He was born on April 5, 1971, in the district of Pamukova in Sakarya.
He received his education at Bursa Uludağ Medical Faculty from 1991 to 1997. From 1998 to 2003, he worked as a urology assistant at Bezm-i Alem Valide Sultan Foundation Gureba Education and Research Hospital. From 2004 to 2010, he worked as a specialist doctor at Bakırköy Dr. Sadi Konuk Education and Research Hospital Urology Clinic. He became an Associate Professor in 2010. In 2013, he became the Clinical Administrative Director, and in 2014, he became the Clinical Education and Administrative Director. In January 2017, he was awarded the title of Professor Doctor (T.C. Health Sciences University Bakırköy Dr. Sadi Konuk Education and Research Hospital). From 2014 to 2018, he worked as the Education and Administrative Director of the Health Sciences University Urology Clinic.
Prof. Dr. Volkan Tuğcu sees his patients at his clinic in Maçka and performs surgeries at Liv Vadi Hospital.
He is married and has two children, a daughter and a son.
